Feeding in Portsmouth
After a particularly evil meeting, the Portsmouth refs have decided that we are going to try and monitor feeding in Portsmouth. In essence, we have allocated a ‘blood pool’ to each district. This value represents the amount of vitae available from that area for kindred consumption per night. Any more used and the Masquerade will be threatened.

These numbers have been chosen by the refs for certain reasons, so don’t question them!
How it works is that Fratton, for instance, can provide 6 points of vitae per night. If 6 Brujah were living there, they could all afford to feed per night, but that would be it. If the region were supporting the Toreador, the area could support twice that amount and if it were supporting Ventrue, then half the base. Should additional vitae be required – for instance, to top up after healing or burning for disciplines (or whatever), then this should come out of the total. In Fratton, therefore, the six Brujah could not replenish blood burnt in celerity or healing if they had all fed there that night without threatening the Masquerade. If they want more vitae, it must be garnered elsewhere, the Maquerade must be threatened or some will simply have to do without!
It will now be imperative to include where you are feeding in your debriefs. If you fail to do this, your ref may assume you have not fed for the evening and declare that you are operating for the night on a number of blood down!
Additionally, should there be long term NPCs staying in an area or should you offer asylum to other PCs, then this will affect the blood pool of an area.
Health influence will alleviate the problem to some extent. Provisionally, it is assumed that one influence in health will provide one point of blood per month. This is useful as a short term solution, although if you are permanently short every night, will not resolve the situation. Remember, regular use of this influence to draw blood may also threaten the Masquerade, so be careful!
On the whole, it is assumed that the blood pools will be sufficient to support the current kindred population. If you want to feed outside the stated areas above, contact your ref in your debrief and record what you are doing and how you are operating.
